The idea is to combine federal resources with the state and local resources and come up with a game plan for the metro area to reduce violent crime on both sides of state line.

Attorney General William P. Barr Announces Launch of Operation Legend | OPA | Department of Justice
https://www.justice.gov/opa/pr/attorney-general-william-p-barr-announces-launch-operation-legend
“President Trump has made clear: the federal government stands ready and willing to assist any of our state and local law enforcement partners across the nation responding to violent crime. Operation Legend will combine federal and local resources to combat the disturbing uptick in violence by surging federal agents and other federal assets into cities like Kansas City, a city currently experiencing its worst homicide rate in its history,” said Attorney General Barr. “The Department’s Operation Legend is named in honor of one of Kansas City’s youngest victims, four-year old LeGend Taliferro who was shot in the face while sleeping in his bed. LeGend’s death is a horrifying reminder that violent crime left unchecked is a threat to us all and cannot be allowed to continue.”

wiki quote/military police of the world
Since U.S. Army Military Police Soldiers and U.S. Air Force Security Forces Airmen are members of the armed forces, they are prohibited from exercising domestic law enforcement powers under the Posse Comitatus Act (PCA), a federal law passed in 1878. MPs may enforce certain limited powers, such as traffic stops, on access roads and other federal property not necessarily within the boundaries of their military base or installation. When combined, the Posse Comitatus Act and Insurrection Act place significant limits on presidential power to use the military in a law enforcement capacity. The PCA directly applies only to the Army and Air Force, without mentioning the Navy and Marine Corps. The Navy and Marine Corps are limited from enforcing domestic laws due to DoD policy and regulations.

Police shoot Portland protester in head with impact weapon, causing severe injuries - oregonlive.com

The incident places new scrutiny on federal involvement in policing protests in downtown Portland, where courts have restricted local police — but not federal agents — from using crowd control munitions against nonviolent protesters.

Since November 2018, such bullets have been regularly used by the French police alongside GLI-F4 grenades (each of which contains 25 grams of TNT) and tear gas. These weapons have caused a staggering number of life-altering or serious injuries among protesters such as Philippe. As of November 2019, 315 people have been injured in the head, resulting for some in a fractured skull or jaw; 25 have lost an eye;
https://en.m.wikipedia.org/wiki/Gendarmerie
The growth and expansion of gendarmerie units worldwide has been linked to an increasing reluctance by some governments to use military units typically entrusted with external defence for combating internal threats.[1] A somewhat related phenomenon has been the formation of paramilitary units which fall under the authority of civilian police agencies. Since these are not strictly military forces, however, they are not considered gendarmerie.[5]
Federal Police (Mexico) - Wikipedia
https://en.m.wikipedia.org/wiki/Federal_Police_(Mexico)
On account of its heavily armed agents, its culture, and its origins, the Federal Police as a whole may be considered a gendarmerie. However, two of the seven "divisions" (i.e. branches of service) of the Federal Police have particularly military characteristics: The Federal Forces Division and the Gendarmerie Division. The Gendarmerie Division was created in 2014, and is legally defined as a military/police force within the Federal Police.
Tunneled and Bunkered

yes...this is my point too...federalizing/militarizing domestic police is a world wide phenomona...so much so in Israel, every citizen a soldier...Switzerland is tunneled and bunkered...there every home prepared for WW3...now there are trillions of dollars on the loose, and the medical martial law industrial complex thirsty for funds, so, it's almost like a light switch can turn off domestic police and replace them with Himmler like minions around the world-China at the forefront, but of late waterlogged...😃

The Rodeo
Wait a minute...everytime you guys make a point it's like you wave a little American flag...that's fine...I mean, Marcus Conte is vlogging the Rodeo in New York City, and yesterday on one side were Trump/Police supporters, and on the other were a passing band of BLM protestors, both small groups, and what with Marcus' narration, one got a close look at matters...I dont know how the protestors gather, get together...once together, someone with a bullhorn shouts out "we'll go along this or that street!"...the Trumpeans were not marching...they'd found a spot to plant their flags behind some simple barricades the police may have provided, and the police cordoned them...the BLM folk paraded by and the usual back and forth between the two groups, and, and the BLM, urged to keep moving by the bullhorn carrier, who Marcus notes is a regular at protests, somewhat like the guitar playing Trump fan in speedos, the incident had no "fireworks", to Marcus' dissapointment...it was peaceful...hmmmp....it was an upscale neighborhood, Rockridge?...anyway, what could any of that possibly have anything to do with 7120?...well, it's the police in the middle...and supposedly, I gather from the clip, the police are imperiled by UN/NATO/WHO, a foreign police force, which with passage of 7120 will swoop into America and supplant our domestic police...such the principle in the UN's Strong City notion...it goes: in countries unable to police, the UN wants the mandate to do the policing...welp, for a long time UN has gone into troubled nations as peacekeepers, and, you know, I'm not sure how that happens...at some point the Security Council votes 'go, no go'...?...are Blue Helmets going to show up in Moscow?...Hong Kong?...oh, but with some amusement, the Intrepids muse Blue Helmets will show up in Chicago....I just dont get it....another the Earth is flat and we didnt land on the Moon hoax, I'd say...blessed are the peacemakers between a rock and a hard place-the Moon and a flat Earth!...😃...now, to continue the annotation of my 'five words'...

Stop Militarizing Law Enforcement Act
(a)
Findings
Congress makes the following findings:
(1)
Under section 2576a of title 10, United States Code, the Department of Defense is authorized to provide excess property to local law enforcement agencies. The Defense Logistics Agency, administers such section by operating the Law Enforcement Support Office program.
(2)
New and used material, including mine-resistant ambush-protected vehicles and weapons determined by the Department of Defense to be military grade are transferred to Federal, Tribal, State, and local law enforcement agencies through the program.
(3)
As a result local law enforcement agencies, including police and sheriff’s departments, are acquiring this material for use in their normal operations.
(4)
As a result of the wars in Iraq and Afghanistan, military equipment purchased for, and used in, those wars has become excess property and has been made available for transfer to local and Federal law enforcement agencies.
More than $6,800,000,000 worth of weapons and equipment have been transferred to police organizations in all 50 States and four territories through the program.
(7)
In May 2012, the Defense Logistics Agency instituted a moratorium on weapons transfers through the program after reports of missing equipment and inappropriate weapons transfers.
